Data collection activities on a quarterly
basis the Construction Costly Price Survey (HKK) is an annual activity carried
out by the Central Statistics Agency (BPS) to produce the Construction Cost
Index (IKK) which is a supporting component in calculating the General
Allocation Fund (DAU).
Price data covered in the HKK survey are the
prices of building/construction materials, rental of heavy construction
equipment, and construction service wages. In addition to this data, data on
the realization of the district/city Regional Revenue and Expenditure Budget
(APBD) and the Bill of Quantity (BoQ) of completed projects are also collected
as data for district/city and provincial IKK weights. The data was collected
through simultaneous surveys in all districts/cities in Indonesia in 4 (four)
different time periods (January, April, July, and October). The enumeration
period for the HKK Survey will be from 18-29 October 2021. This survey activity
produces IKK data at the district and provincial levels that are useful as DAU
allocation variables. IKK is a spatial index, which is a number that shows the
comparison of the level of construction costs of a district/city to the
reference city.

2021 balancing fund policy
The sample of this survey in Jepara Regency
was 18 respondents. In collecting data every month the BPS Jepara organic
enumerator uses a printed questionnaire from webentry.bps.go.id/shkk.
Furthermore, the results of the data collection are checked by the supervisor
for data entry/input to webentry.bps.go.id/shkk.
